
I built a 10'x12' shed, meaning the floor is 10'x12' exactly with the wall framing touching the inner edge of the floor. The outer plywood sheathing plus furring strips and redwood siding sit beyond that so that the external dimensions are 10'4"x12'4". The local city ordinances and most other city ordinances I found only say that a permit is not required if "the floor area" doesn't exceed some square footage.Is the floor area measured by the actual floor area, or the external walls?
