I got a call this morning saying my mother found a new place to live... which costs the same amount as her rent price increase. Two hours later I got an email she CCed me on where she stated she would pay for the medical bills for the dog injured in the car accident.
Again, she does not have this money.
Shortly after I got a text saying my sister had offered to pay the rent price difference "until mom can find a roommate".
As of the current point in time:

I called my mother and asked her not to sign the rent agreement until she actually had a roommate who agreed to live with her, preferably in writing

Called my sister and told her not to give my mother any money just yet until things are figured out.

I also figured out that if my mother works 40 hours a week she'll only make 2000 a month

My brother is unreachable

I can pay the first and last month's rent for my mother without it hurting me as badly as it would my sister, financially
I can't talk my sister out of "helping" - she told me that directly -the only thing I can do is make it less of a burden on her.
Jesus Christ, though, if anyone has any better ideas or information on Colorado low-income housing I am all ears.
