Gross simplification: If a shop doesn't have a physical presence in your state you don't have to pay sales tax. (someone correct me if I'm wrong, I'm going off my own anecdotal experience).

So for me in DC specifically we get lucky because lots of retailers don't have a warehouse or location in the city. Since we're our own fiefdom we can skip a lot of the taxes other cities pay.

I picked up a pair of loafers in Ball & Buck's sale, and noticed they hit me for 12$ sales tax. Sent them an email to dispute it and they refunded me.

Sketchy / annoying yes but just a heads' up - a lot of small boutique type shops have small physical footprints which can save you more money. They should automatically catch this but obviously it doesn't happen all the time.
