I work for a municipal police department and my city's HR department did a salary survey in 2014. They compared pay and positions in my city to comparable cities in my state (Texas).
Background: My city is having some financial issues due to a drop in business generated taxes as several businesses have shut down to rebuild. Presently, approximately 80% of taxes are derived from residential property taxes.
In order to "save money", HR is attempting to realign 3-6 positions, mine included. I would not take a pay cut, however, they would drop me back a pay grade essentially capping my potential earnings in the future. My pay would max in 5 years, instead of 9. Top pay between the grades is a difference of approximately 7k.
My field (police communications) has grown significantly over the last ten years. According to the person who held my position before me, the job description hasn't been updated in over 20yrs. I am available to my employees 24/7 and I don't put in for over time when I am contacted "off duty" which typically happens two or more times a week. I feel like I'm expected to do the work of two, sometimes three people and I don't have much of a social life because of work. I can't tell you how many times I've cried from frustration. The city is not interested in adding additional staff at this time so, they will not provide me with an assistant.
Edited to add: My span of control is out of control, at 9 full time employees and three part-timers.
Pls halp. What are my options?
