I have been having ongoing issues with low water pressure to my outside spigot. It was a pretty old, beat up looking thing so I figured it probably was just filled with crud or otherwise not operating properly.I followed some instructions to open it up and clean it out, but still found the water pressure to be low.Today I went out and bought a new spigot, installed it, turned the water on... still low flow.WTF?Finally I decided to go over the tubing in the basement inch by inch to see if there were any connections that didn't look right. This was rather hard to do, because the contractors that worked on the house before I bought it spray foamed over all the tubing... which I despise, by the way. It wasn't done to insulate them - I know these guys - it was done because it was easier to just spray everything. Finally, half way along the run, I find a strange protrusion in the foam. I pry it off with my fingers and there is a small thumb turn valve there... not only had it been spray foamed over, but the valve was half closed, hence the water pressure. I opened it up, and lo and behold, problem solved.I'm not too upset with the money spent on the spigot, because the old one needed to be replaced anyway, but I am upset for not checking for such a simple solution over these last couple months I dealt with the issue.
