I recently ordered a custom hand made item from a small time craftsman in europe. I live in California. He agreed he could make my item and ensure its delivery before July 15th, this is an important date in regards to the item, and was an essential part of the deal. this agreement was made a month ago, and I gave him a down payment.

I am now 2 weeks away from the due date, and he has made very little progress, and is now saying "Lets hope I can deliver it in time. I will do my best."

This is a $700 item, and he estimated $100 shipping. Would you ask for him to comp shipping if its not delivered in time? Would you request him to pay out of pocket for expedited shipping difference in cost to ensure its delivery?

Any recommendations are welcome. I at least feel like he should take some sort of action if he does not meet his timeline commitment.
