I bought the washer and dryer whichever were old for a hundred dollars from my neighbor. She got her exhusband's who lived across the parking lot in another apartment. My neighbor died and her family asked if I wanted to buy her newer set of portable washer and dryer for a hundred. I then sold the the old set to another neighbor for two hundred dollars. Since I don't pay for water I wash my clothes in cold water so I don't have to heat the water. I also have a ridiculous large bathroom I hooked up retractable clothes line in there so I dry my smallest loads of clothes. The dryer vents into the apartment which is nice in the winter, but during the summer I was several loads and then go to the apartment complex laundromat and dry the clothes. It is only fifty cents to dry a whole load except a load of jeans that takes a dollar. So that is some ways how I stay frugal in my apartment.
