Do I need to use concrete for posts to a 3 foot picket fence?

I'm putting a small 36" high picket fence between a garden and the rest of the yard where our boys play. A proper fence post (if I understand correctly) has gravel at the bottom, post, and then concrete above that.Do I really need that with a small fence like this?
