I was looking up PDVSA bonds (Venezuelan state-owned oil company - it's in the news right now. Just google PDVSA and Goldman Sachs), and tried buying a little but one of my online brokerages says something about Reg S and 144A securities can't be purchased through "electronic channel" (Fidelity) and the other (Interactive Brokers) seems to let me submit the order but it won't fill - even a market order (it just sits there and doesn't fill). Is there a way for an individual retail investor to buy these bonds? Here's the bond, where you can see it has a CUSIP RegS and CUSIP 144A.
