I am an American currently live in Germany pursuing a Masters degree. I have received no income during the 2016 year. I did, however, receive $4,000 in scholarships from the German Government during the 2016 year. From my understanding, I do not need to file taxes at all this year because the amount is so low?

I do have a German bank acount, which never had above $10,000. In order to file, I will be required to file a form 1040.

Also, if I can get away with not filing, will there be any negative consequences in the next years when I begin filing again?
