First off thanks for all the help.

The debt was not accidentally added to me because of the same names. It was identity theft, I called the IRS on Monday and phone call went pretty much like this:

Me: Hey so I got letter saying I owe 20k from 2003 but I'm sure it's a mistake since I was 7 years back then.

IRS: Ok let me look in to it (verified all my info)

IRS: Out of curiosity does your father share the same name as you?

Me: Yeah first and last is the same.

IRS: Ok let me look in to it to see if it belongs to your dad and it was accidentally added to you.

IRS: Yeah looks like it's linked to your SSN have you spoken with your parents after you received the letter. There is cases where parents use their kids information to open credit cards and do frauds.

Me: I haven't spoken to my dad he's in jail and has been since I was 10.

IRS: Ohhhhh let me see what you have to do then.

IRS: So looks like we will have to treat this like identity theft.

Then I was told to fill out form 14039 which is the Identity Theft Affidavit. I was on the phone for close to two hours.

I filled out the form and mailed it the same day. But I was told it would take approximately 120-180 days to get fixed. So I wont be seeing my refund any time soon.

Person on the phone also recommended I check with at least on of the three major credit bureaus but I had already done that prior to calling. I found nothing that didn't belong to me. On my original post someone also recommended to check on ssa.gov so I could see my earning records. When I looked there is only two records. One for 2015 and 2016 which both are correct. I will also fill out form 4506-F to request a copy of the fraudulent tax return.

Anything else I should do or check? I'm sure my dad can't do anything at the moment like open credit cards because he's still incarcerated. But still want to make sure everything else is correct.

tldr: It was identity theft and my dad is a piece of shit.
