Expanding foam won't expand in my duct tape Mannequin

I made a duct tape mannequin of my torso and arms. I added a wooden frame for stability and stuffed it with old T-shirts and rags for volume. For the soft spots, I'm cutting holes and spraying Great Stuff in it. But it won't expand and harden. I've waited 2 days and still nothing. Any suggestions? via /r/DIY http://ift.tt/2mPDxpa
