We recently bought a house with an unfinished concrete basement floor and there's one spot in the middle that's always darker and damp. We want to put kilz on the walls and floors but wondering if we need to dry that spot first or just paint right over it. We haven't tried blasting a fan or heater on it yet so we don't even know if that will dry it since it seems to be seeping up from the ground.Edit to clarify: This is a 150 year old Philly rowhome surrounded by other rowhomes and concrete on all sides.
