So I'm currently having an issue where my boss doesn't want to pay me for a job that was completed over a month ago, I am a contractor (flooring) and about a month ago we completed a job for a little over 1000$ dollars. Company policy is once the job is complete, and invoice has been sent in, they cut the checks 10 days later.

We were leaving for another job out of town and right before we left I stopped by the office to pick up my check but the business owner wasn't there to cut the check. Due to time and situation I figured I would pick it up after the work trip.

Fast forward to last friday i receive an email from the companies finance department stating I must talk to the owner concerning my check. I give her a ring and she starts off by talking about a completely different job that we completed close to 4 months ago and how the customer is unhappy with the work that we did.

So now she says she doesn't want give up my check for the most recent job (which was amazingly done and customers are very happy with our work) because "she just doesn't have the money to go and repair like she used to"

We are more than willing to go back and repair what ever issue the customer is having but from the sounds of it the owner wants to send her own crew to repair/ redo the damage, and therefore doesn't want to pay for a different job that was completed last month.

I'm going to speak with the owner in about an hour or so in the hopes of convincing her to pay up, my questions are as follows:

Does she have the legal right to do this? I live in the US (Oregon to be more specific)

What sort of lingo can I use to further convince her what she is doing is wrong?

I know I have the right to file a lien against her business but would rather settle this word of mouth if I can.

Any information, questions, and critics are welcome, and would be greatly appreciated.
