So I work in the mental health field, specifically working with children with Autism. I was making $13.50 before my promotion, which I figured was a fair wage considering it was entry level. I recently was promoted to a full time hourly employee at $14/hr, which I thought was low, but I was too scared to ask questions and accepted it. This position will help me become a supervisor on cases eventually, so I did not want to risk it by negotiating or asking questions, which I realize was foolish.
I am in charge of a lot of things administratively now, including hiring. When I asked our recruiters what range I have to hire people at, I was told it was $14-$16. I was also told to hire people at $15, since all employee's from Oct. 2016 have been started at $15/hr. This made me upset considering I have received two highly valuable certifications that were REQUIRED for my position, and I'm being paid less than entry level.
I emailed the head woman who is in charge of wages, and we were supposed to meet Monday, but she never met with me and I have been back and forth with her the entire week. She had the flu recently, but led a meeting on Thursday, and when I messaged her after the meeting, she ignored it and haven't heard from her since.
Up until this point, my company has treated me well, but this is concerning. I just did some basic estimates in my head, but with all factors considered, I want to ask for $17. My reasoning behind it is as follows:

I am the only one in the entire office who has these two valuable certifications that allow us to work with certain insurances.

Employees are starting at $15/hr. Lets say I asked for $16/hr. If they were to get both certifications, which lead to a .25 cent wage increase for both (.50 total), plus another wage increase for 90 days worked, they would make equal if not more than me again.

I am in a position with a lot of responsibility and it is an administrative position. My wage should reflect as such.
Now I have never been in this position before, and I do not want to be too aggressive in this meeting. However, I feel the reasons I listed above are good enough reason for me to earn $17/hr for full time. I considered the arguments they may try and use against me, but have come up with responses to all of them.
