Like the tittle says I received a letter. Letter.What do I do? I was 7 years old in 2003. How would I owe $19,543.67? on the back of the letter there's payments options and on the second page I have additional info.

This is the second year I fill out taxes. This time I did them on my own. I saw I was going to get the $935 refunded. The first time I did my taxes I payed somebody to do them for me. That time I had to pay money to the US treasury. Could that payment be because of this amount I supposedly owe?
tldr: wtf I owe 20k from when I was 7.
