Basically, if you're consuming more space than you're allotted, your Dropbox simply becomes "read only".
$9.99 for 1TB of online ROM with a 30 day grace period sounds like a good deal to me. Good for storing a personal collection of favorite media you want accessible from anywhere in the world.
Of course, it shouldn't be the only place to store irreplaceable media like personal photos.
