The accountant claimed my friends new car as business expense and filed the return without consulting with my friend. My friend does not run a business.

The accountant(which I later found out is not even certified) claimed that he was merely doing this to ensure maximum refund. However, to me this is tax fraud and is asking to get auditted. This is so absurd and I was wondering if this is common. I would like to know how my friend can get out of this mess and how can I report this fraud.
