Backstory: I have worked as a waiter there for over ten years on and off. The boss has always been great to me/us although the methods are questionable. We do get above minimum wage as base pay, this worked out nicely because we didn't ever claim our tips on our taxes. The stipulation was that we should tip 20% to back of the house which she then divvied up. ( I always adhered to this)

Now: Our modern world has brought in more credit card sales. This in turn has had the effect that if lunch shift takes their credit card tips out of the drawer there isn't enough cash left to run the drawer. Her solution is to keep our credit card tips and give it to us at a later date. It has now been two weeks and most of us are not receiving proper sums or she is using different moral standards to give us back portions of our money. Like, she is deducting 15% for back of the house tip out from some people while other people get (incorrect) full amount back. We also are not sure that the money we do tip out is going 100% to the people intended. (They claim their tip out goes down as the boss approaches a vacation)

I have been keeping a tip log since this started and I know how much I should be getting back.

Has anyone encountered this before? I like the boss and do not want an IRS/DOL investigation. I am going to communicate with the boss today regarding this situation. I wanted to get any feedback I could from people who know this stuff before I talk to the boss. I know I should have always been reporting tips and the boss should have always been requiring that and taking out required monies.

Edit (more information): I can't really quit, dating a woman that works there (she is pregnant) we need this job, we are raising a five year old as well. Plus it is a very small town and these are the only good paying wait shifts available especially this time of year.
