You can read some substantive criticism and support for the plan here, from early January. But I link to the Ponnuru piece because it clears up some of the confusion around exactly how the plan works, why it isn't a tariff, and why it was misreported yesterday.
I don't particularly favor this tax reform proposal, but it is Congress' preferred method at this time.
