When markets keep going down for days (or weeks), how do you decide when to tax loss harvest?

In week 1, let's say you harvested losses by selling VTI and buying ITOT.

Then, in week 2, the markets are even lower, so there exists yet another opportunity to harvest. Should you sell ITOT and buy something like VOO?

This can keep going on until you run out of "alternatives" to buy. So, how do you decide when to really harvest? Is it based on some dollar amount or some specific time of year? I'm fully aware of wash sale rules, so assume there is no wash sale between VTI, ITOT and VOO.
