Are there any fixed income or other non-equity ETFs in the US market that don’t pay distributions? I’m looking for something like HSAV in Canada, where the funds are invested in a huge bank deposit at ~4-5% (for now), no distributions are paid, and the ETF price growth is driven by NAV.

I already hold SGOV, but live abroad (non-American) and pay withholding taxes on the distributions. Having the 4-5% or whatever growth come through as capital gains would be a lot better from a tax perspective for where I live.

For other non-Americans investing in the US market, are there strategies you’ve used to reduce the withholding tax impacts?
