Which brokerage is best for non-Us citizens?

Which brokerage is best for non-US citizens? Specifically Taiwanese? I've heard Interactive Brokers is decent...

I'm trying to help my Taiwanese girlfriend set up some sort of retirement plan, but I'm clueless as to which brokerage to recommend. I use fidelity, but I don't think that's an option for her.

Also, should she invest in US markets as heavily? I know she'd have to pay foreign tax.

Any recommendations for brokerages or a portfolio for a Taiwanese citizen would be greatly appreciated!
