My sister lives in CA. Someone was able to take money out of her checking account at an atm despite her still being in possession of her physical card.

She called her bank, and they're doing an investigation. I told her to get a police report to provide it to their fraud department, because I worked for that bank and they often would reject claims where people used a chip and PIN because it "proved they had the physical card". So basically people who hadn't reported the card stolen or continued to use it after the fraud had their claims denied. I'm not sure about ATM fraud, because my department was credit cards.

She went to the police station to file a report, and they told her that she "didn't have enough information" and if she "didn't know the person there was no point in doing it". From the bank, my sister had the exact ATM, timestamp and location of the person who made the withdrawal. The police report is just to show the bank she's serious. Maybe she won't end up needing it, but is that normal for the police to refuse to file a report?
