Merchant was found to be fraudulent multiple platforms. Used my teamviewer to login to my computer and make a purchase on PayPal. PayPal refuses to acknowledge its fraud. Upwork and Slack already blocked this user for fraud.
I appealed this claim at PayPal, filled a dispute with my credit card company and BBB.
At the very least, I asked PayPal to remove this merchant’s account and they refuse to do so, even after providing evidence of fraud and no services received.
They tell me to negotiate with the merchant for services. But no services were agreed upon or provided.
Merchant is in Ukraine. Any other recourse?
