Before I begin, I do realize this is a low volume stock/Pink sheet, and by no means should you throw your money at any of the tickers I discuss in this post. I am also somewhat of a beginner and would appreciate some help. If this violates the rules, mods, feel free to remove.

Today, I was using a tool to highlight certain high volume stocks compared to their average(Looking for things such as Kodak and other stocks that are about to run). I came across this ETF: $FLMB; Franklin Municipal Bond Fund.

Normally, I would have just cast it aside as a probable error, but when I viewed the statistics there was a volume of over 300k, with an average of just 2k. When the stock doesn't end up moving intraday, but the volume is that high, what exactly does it indicate?
