SIMPLE IRA Limits

I have a SIMPLE IRA retirement account with my employer where they match up to 3%. With the 2020 contribution limit for a SIMPLE IRA being $13,500, is that just the limit on what I can contribute? Or is that the total amount of contribution allowed between both myself and employer?

I make 56k a year. Is there any reason not to just contribute like 15% of my paycheck (twice a month)?
