I'm wondering if it would be possible to recreate this skirt myself without a sewing machine using fabric from Joann's (closest fabric store to me)? Do they sell elastic waistbands in pink (or other colors - not married to doing it in pink)? Could I just use fabric glue? I will likely wear this two times max for festivals so really don't want to spend almost $30 plus shipping.
