I'm just going to copypaste what I've already posted on the Google Help Forum:
"My father's CC bill arrived today and he noticed a charge of R$300 for Google Cloud, a service which neither of us had heard of until today. I looked into it and found out that apparently I have a Google Cloud account. I clicked "Go to console" and found a bunch of "projects" with names like "My Project XXXXX" (where X is a random number)
I then went to Google payments center and found three subscriptions to Google Cloud, all of them with huge transactions of about R$3000, set to charge my father's card that I had used a while ago to buy a couple apps on the Play Store.
I tried removing the card from Google Pay but it won't let me because it's associated with those projects on Cloud. So I tried deleting the projects but I can't because they have been suspended.
Another interesting bit is that all the projects (there's 12 of them) are marked as potentially being in violation of Acceptable user Policy. Also, I found a filter on my gmail account set to delete and mark as read all messages matching "google cloud", and found a bunch of messages regarding Google Cloud in the trash category of my email.
So far all I've done was report the charge as unauthorized on Google payments center, and I changed my password, but I want to know what else I can do to make sure this thing can be resolved. Also, should I tell my father to call the bank and lock the card? Charge back? Please, any help would be appreciated, this situation is quite stressful, especially considering we live in Brazil and this seems an international thing. Thank you."
Edit: Just saw on Gmail's activity information that my account was accessed on Jan 24 from São Paulo, one day before the charge went through.
