So I received a job offer and will be doing my first counter offer and would like some tips to approach it.

Essentially the offer was for approx 42k (about 4k less than my current position, in between interviewing and getting the offer I accepted a promotion at work which increased my current salary). Aside from the lesser pay, health benefits are also more expensive at new employer which further decreases my take home.

The position is for an HR specialist which is kind of a vague job title and getting an idea of what an average salary for the position online is difficult as there seems to be a very large range (different companies having different responsibilities for that role).

I wouldn't ideally like 55k for the role and 53k at a minimum to consider leaving. But not sure if my expectations are realistic, or if that amount is too high to even be considered based on the offer. Again, just wondering for some tips on how to approach this. Also possibly planning on bringing any potential higher offer to my current employer to see if they would match to keep me from leaving.
