We're having an early Christmas with the family this year and everyone is on board with keeping it cheap this year. We're doing a small gift exchange for the adults, and then every couple needs to bring a gift for each of the kids (3 boys).
I don't have a lot of money this year, so for the boys I found them each an age appropriate book. Then, I found a recipe that goes along with the book. In a box they'll get the book, a nicely typed recipe card, and all the ingredients for the recipe (save the perishable things like eggs and milk).
For the recipes we have James and the Giant Peach Cobbler, Peter Pancakes, and Moose Muffins (If you give a moose a muffin).
Total I've only spent ~$40 for all three boys.
