Below is the email we just got:

Current Fee Structure The current arrangement is considered an embedded fee structure, where participants pay the stated expense ratio associated with the investment option(s) they have selected. Investment options that have a component called “revenue sharing” pay a portion of the expense ratio to the Plan’s recordkeeper, Fidelity, to cover the administrative services. Since participants select different investment options and not all investment options have the same revenue sharing arrangement, the current fee structure can result in some participants paying more of the Plan’s recordkeeping expenses than others. In addition, the fee does not show up as a line item in participants’ accounts.

New Fee Structure Under the new fee structure, the Plan’s recordkeeping fees will no longer be paid through revenue sharing. Revenue sharing paid to Fidelity by an investment option will be returned to the participants invested in that investment option after the end of each quarter. This will be reflected in participant accounts as “Fee Credit.” If this affects you, you will see this credit in your account within 30 to 60 days following the end of the billing quarter. The first time this will be reflected in participant accounts will be in December 2018 or January 2019 for the quarter ending November 30, 2018.

Approximately 7 to 10 days after the completion of each billing quarter, all participants with an account balance will be assessed a flat fee of 0.03% (0.12% annually) of their quarter-end balance to cover the administrative services that Fidelity provides for the Plan. The same fee will be charged regardless of which investment options have been chosen by the participant. The fee will be reflected in participant accounts as a transaction called “Administrative Fee.” If you have an account balance in the Plan, the first time you will see this fee in your account will be mid-December 2018.

I’m using a fidelity target fund for my 401k and I don’t know if any of this is good or bad for me.
