About 13 years ago we painted the bare concrete floors in our basement with latex based paint. It's worn off in a lot of (most) areas now, and we're going to repaint it. Do I really have to go down there with paint thinner and sand paper and grind all the crap down/strip it off? Is there anything I can use to "resurface" the floor?
