I wanted to share our experience in case anyone was holding back from trying.
We have had terrible Verizon service for over a year, with constant dropping or calls not connecting. 4g is unheard of except in brief spurts. We'd tried to contact them via chat support and they kept telling us to call. You can imagine how well that worked for us.
The FCC complaint form is very succinct, it took me about 5 minutes to fill out. I was expecting something much more complicated, like a BBB form but it was mostly drop-down selections.
Within a day a Verizon representative from the executive office had contacted us and asked what she could do within the parameters I'd left in the FCC complaint. After speaking with her twice via email, we ended up with a substantial credit (almost $300) and a Samsung signal extender that somehow connects via wired internet to boost our service.
I have not had wonderful experiences with their customer service prior to this, so I was very impressed with the efficacy of the complaint.

Edit: the extender was unhooked when I took the screenshot. Amazingly I had 4G for about ten seconds but look at that lonely bar...
