Is information found on the deep web considered accessible by all?
Example: Lets say you're scrolling on the deep web and you find :"Selling stolen information from Equifax". After research, you then proceed to believe the following information and decided to short the stock. Then the stock crashes 30%. In this case, would this be considered insider trading?
Now, lets say you asked the seller for additional proof of this fact, or bought some of the things they are selling, is that privileged information (if its just to confirm)?
I hope you guys understand what I mean.
