Specifically, my boss wants me to visit construction sites to inspect site work on my own "personal time" to avoid paying me for "company time" and save money on the project. This undermines the contract I have with the consulting firm in which we agreed to exchange labor for money at an hourly rate. I'm unwilling to perform any work for free, but I'd like to keep good business relations. My dilemma is how to go about solving this.

This demand occurred yesterday. I've been yelled at for not doing this kind of free work, so my boss clearly thinks he is entitled to ask. I want to nip this kind of toxicity in the bud as soon as possible and make it clear that this undermining of the very basic principle to the idea of a job is unacceptable. I'm strongly thinking of filing a complaint to our HR department for this behavior as soon as the work week begins anew on Monday. There is some semblance of procedure for filing a complaint through HR, but the employee manual skims over any detail on the subject of filing complaints.

Background: I work at a consulting firm on the eastern USA. I've been working there for 1.5 years, and my boss is easily the most strict and unmanageable PE there.

I'm looking for advice on the proper etiquette to make a clear and firm stance on this. I'd rather not have to take this further than any internal action within the firm, but I'm pretty sure demanding work for free is illegal, especially when this violates my contract for work at a fixed hourly rate. Any help would be appreciated.
