Dried peppers: chili, chipotle, etc. They will add the exact same flavor to soups and stews as fresh peppers but for pennies on the dollar.

You do have to fish them out - they'll be soggy and won't give you a 'crunch' like fresh peppers will. ... but they add the exact same flavor, if not better.
