Backstory: I have a friend who I was very close to in high school. I've since moved out of state but we keep in touch and up to date in each other's lives. He has a few medical problems that aren't back breaking amounts of money (~$1200-$1600 as far as I can tell). However he also has severe anxiety, and completely refuses to deal with the bills. He's racked up an unknown amount of late charges and will probably be sent to collections. I'm trying to help him solve the problem (get a no interest credit card and pay it off over a year, call and try to negotiate, etc.), but given HIPAA and other medical secrecy laws I'm pretty sure they won't let me negotiate on his behalf without some sort of power of attorney. I'm considering just having him give me his information and pretending to be him, but am hoping there's a better solution. Help?!
