My portfolio is heavily overweight US stocks so I'd like to start re-balancing, especially with US PE ratios relatively higher than international (especially emerging).

That said, I know almost nothing about international stocks or funds (why I don't have any). My account is with Fidelity so I'd give a preference to any Fidelity or Vanguard fund.

If I picked right now I'd go with VXUS. But I have no idea if that's a good starting point and I can't really justify it other than a low expense ratio.

If possible, I'd like a fund that focuses more on emerging markets than developed markets. But in the end I'd like a mix of both - if that requires multiple funds thats ok. That and a low or at least reasonable expense ratio is my only criteria.
