I receive a 1099 from CA and I got a letter from CA asking me to pay income tax. I live in WA. ELI5 why I should have to pay this and, what can they do to me if I tell them to screw off. Also, what about back taxes? I'll go bankrupt.

Pretty sure I figured it out:
A nonresident programmer who monitors and upgrades satellite dish software for his Los Angeles-based media company, all while sitting comfortably in front of his computer in his Austin, Texas condo, doesn’t earn California source income and doesn’t have to pay California income taxes.
