I'm a 27M (veteran) and my income for this year is going to be extremely low, most likely less than $20,000. I am still new to the world of health insurance since I have been healthy my entire life and have never needed to use it. The past few years I have gone without it but for 2017 I decided I would finally get some since I'm a very active person

I went through healthcare.gov and got a some health insurance (anthem) for only 16 and some change a month, at least it's something. About a month later I started getting letters from them saying they needed evidence that I wasn't getting any kind of care from the VA and organizations like the peace corps and a bunch of others. If I didn't provide proof then my coverage would end.

I later found out that I actually am covered by the "VA Health Care", which is free for 5 years if you have served a combat tour, which I have. I remember going to the VA early 2016 and asking about it but I never heard back from them (typical VA), but I guess they actually enrolled me in it without notifying me.

So I figured I'd save some money and just let the health insurance run out and use the VA one instead. But today I got two letters from Anthem, one was a new health insurance card/package and the other was a bill saying my new monthly pay would be $267! I'm not sure what happened here, there's no way I can pay that much for the rest of the year with the money I have. Does anyone have any clue why this happened?

I used the previous plan a couple times so I'm wondering if maybe that was it? The first time was for an eye exam which I still had to pay 160+ for and just two weeks ago I went to a walk in clinic for a really bad fever and that's it, nothing serious.
