Electric companies will try to match their competitors, so always sign up for new service via phone. Most electric companies will know what their competitors offer but always mention others gave you a lower quote per kWh. The phone representative will then have a lower offer than their first quote. The second quote may or may not be their Best Price Offer (BPO), but always remember to consider the TDU, service, & any other fees. In my experience, the second quote should include the service fees per kWh. Hope it was helpful, I know someone who does advertising/PR for a large energy company and that is part of their strategy.
