I don't really understand the concept of bond ETFs. I know that as yields rise, bonds fall and vice versa which causes bond ETFs to fluctuate but shouldn't the whole point of bond ETFs be to offer a risk free rate of return (like bonds)? Is there any ETF out there that does offer a risk free rate of return? If not, how would I go about buying bonds/bills? Thanks.
